The Wind River Tribal College Board of Regents is dedicated to the preservation, continuation and protection of Tribal self-determination, language and culture. The Wind River Tribal College exists to provide education, innovative programs, services, and activities to create an environment of learning and success.

The Tribal College provides, maintains, and operates a post-secondary institution on the Wind River Indian Reservation that includes educational, vocational, cultural and technical programs.

The Tribal College provides expertise in skilled and knowledgeable personnel.

The Tribal College prepares students to be self-sufficient in a rapidly changing world.

The Tribal College provides an opportunity for people to become productive members within families, communities, and Tribes through economic development on the Wind River Indian Reservation.

The Tribal College sustains the sovereignty of Northern Arapaho and Eastern Shoshone Tribes.

The Tribal College facilitates language and cultural revitalization.
